Roles and Responsibilities of the Insulae Draconis
Lieutenant General of Archers
Introduction
The role is described in the Insulae Draconis Operating Procedures, as;
9.10.5.1. Is a lesser officer under the Marshal.
9.10.5.2. Under the direction of the Principality Marshal, sets and enforces archery activities, both target and combat archery within ID.
The role is described as;
A Lieutenant General of Archers acts as a regional deputy to the Captain General of Archers. The Captain General may appoint an experienced Archery Marshal as a Deputy for a certain area of the kingdom to give the archers there a more direct point of contact.
A Lieutenant General of Archers...
- Shall be the main point of contact for the archers in his region of the kingdom
- Shall maintain communication with the Captain General of Archers and report on scores and activities within his region as well as on his own activities
- Shall oversee and encourage the study of period archery styles and equipment
- Shall instruct and enforce the current Kingdom safety standards
- Shall oversee archery competitions
- Shall warrant Captains of Archers and Archer Marshals-at-Large
Scope
The Lieutenant General of Archers is responsible for overseeing the conduct of all archery related martial arts activities within their geographical area, including but not limited to ;
- Target Archery
- Thrown Weapons
Desirable Characteristics
The role requires that the officer exhibit the following characteristics:
- Be a warranted Target Archery Marshal
- Be acceptable to the to the Captain General of Archers (Knigdom)
- Be of chivalrous character (i.e. a good chap)
Rights and Privileges
The Lieutenant General of Archers after consultation with the Earl Marshal reserves the right to waive or modify these policies on a case-by-case basis, as the situation demands and provided the change does not conflict with Kingdom or Society law. For instance during the testing of new weapon types or during the introduction of new rules.
Responsibilities
Shall select and train a designated successor to the office.
Shall oversee Tournament Lists, the martial sciences, and safety on the field
Shall supervise the training of archers
Shall appoint any assistants or deputies as deemed necessary
Shall receive and investigate, where appropriate, all complaints concerning archery
Shall submit quarterly reports on the status of archery in Insulae Draconis
Shall serve a term of 2 years and may not serve 2 terms in succession
Shall maintain files for this office, and relinquish them no later than 30 days after leaving office to his successor
Shall Ensure the Standard of Marshals and Marshaling within ID are of appropriate standard.
Shall Ensure that candidates for Marshals meet all appropriate Criteria before they are warranted
Shall Undertake authorisations to make new Marshals
Shall intervene in any dispute regarding Marshalling or the consequence of marshalling in an impartial manner.
To encourage and support (within reason) Archery activities within ID
Shall warrant any Shire’s Captain of Archers before they take office.
Authority in Disputes
Has the final decision to remove or suspend any warranted TAM (Targert Archery Marshal) in Insulae Draconis pending a decision from the Captain General of Archers.
Reporting Duties
The following is a summary of the reporting duties.
Outgoing Quarterly reports (Principality to Kingdom):
- To Kingdom Captain-General of Archers
- To Principality Knight Marshal
- To Principality Seneschal
Due dates of quarterly reports:
25 April (for the first quarter)
25 July (for the second quarter)
25 October (for the third quarter)
25 January (for the last quarter/ Domesday reports).
Incoming Monthly reports (Shire to Principality)
- Captain of Archers to the Lieutenant General of Archers
- Archery Marshal-at-large to the Captain of Archers
- Archery Marshal-at-large to Lieutenant General of Archers (where there is no local Captain of Archers)
Due dates of quarterly reports:
15 April (for the first quarter)
15 July (for the second quarter)
15 October (for the third quarter)
15 January (for the last quarter/ Domesday reports).
Due dates of event based reports:
Injury reports are due within 24 hours after the event
Marshal-in-charge reports are due no later than 1 week after the event
Confidentiality Requirements
It should be noted that as marshallate reports can sometimes contain sensitive or confidential information, these reports are kept confidential within the marshallate structure and are not published outside the marshallate.
Roles and Responsibilities Of a Shire’s Captain of Archers
Introduction
Any branch of the Kingdom of Drachenwald may appoint a Captain of Archers. To get this registered, a letter of application should be sent to the Lieutenant General of Archers, signed by the applicant and the branch Seneschal.
The Captain of Archers should be an Archery Marshal, but this is not required. The capacity is an administrative function, and does not require archery skills.
A Captain of Archers...
- Shall serve as the point of contact to Lieutenant General of Archers.
- Shall spread information about archery in the branch
- Shall organize archery activities in his/her branch. (Any archery activities require the presence of an Archery Marshal.)
- Shall report to the Lieutenant General of Archers (Schedule as above). Reports should contain information about all archery events and archery related activities held in the branch as well as a list of the active archers.
Desirable Characteristics
The role does not require that the officer satisfies the following, however these characteristics are still desirable:
- Be a warranted Target Archery Marshal
- Be of chivalrous character (i.e. a good chap)
- Be acceptable to the to the Lieutenant General of Archers (actually this is a Requirement)
